When Uncle Jack Finch says that Scout is growing out of her pants, he is hinting that she can only be a tomboy for so much longer. He goes on to ask her "You want to grow up to be a lady, don't you?"
Know a days, people say "You're getting too big for your britches" Which is the same thing as " You're growing out of your pants". It means You're getting to cocky for your age or who you are.
It could mean that the scout is talking bossily ouit of turn or acting as if she knoes everything, and this is why he might say something like that. It could also mean that the Scout is strong willed and cannot be coerced and Uncle JAck Finch feels insecure in the presence of strong willed young ladies/people.
