It most likely is a scam so no. They state in the terms what the card is. So all the people who don't read that, get scammed. That's what there hoping on. It does build your credit but its really costly. Its not a visa or MasterCard..you can only use the card on horizon's online store and there stuff is not cheap. The best way to get the most out of it would to spend the 500.00 and pay it back right away. Closing down the card is just hurting your credit more..your credit score goes down everytime you close a card. That's why most people pay it off and just cut it up instead of closing it. They all report to major credit bureaus.
