No, Commercial operations do not, or SHOULD not. However some small charter operations might, as they have limited seating and if someone books a seat who is very large then they will have to count that person as multiple people in order to have the correct Load and Balance figures. So in effect a 3-400 pound person would cause them to have to fly with 1 less person, so they may charge that person a bit more to try to make up for the lost revenue. The flip side is some airlines, Southwest mostly have forced large people to purchase and extra seat because they would not fit into a single seat.
