You earn Training Points as you level. You earn one every four levels until 20. Then you earn one every five levels. You can also earn additional Training Points by completing quests, but the only ones that give you training points are Enrollment and the Prospector Zeke ones
You can't get that much instantly and you probably won't get that much even if you never spend it up till you hit the level cap. Anyway if you are trying to get high level spells while you are still novice or too low level as I might suspect, then even if you have a septillion training points you'll never get close to touching the spells as long as you are not the right level for it.
