This question is impossible to answer. The united states debt changes every day also the government releases debt figure on the previous day meaning that if you went to the US national debt clock it would be from yesterdays figures. The government doesn't neccessarily have free money that they can give to just anyone. Afterall, the national debt is billions of dollars, and growing every day. A pereson has to pay a fee for a kit because the government can't give everyone in America a free whatever the national debt would be astronomical, and we would have to pay even more taxes, and no one wants that now do we?
