Internet banking from a public internet kiosk is quite safe as the basic security feature is your user name and password which is supposed to be known to you only. Further, in some of the banks (like ICICI) there is a 'Grid' which is a set of numbers on the back of your ATM card. The site will ask you to enter certain numbers from this 'Grid' and unless you enter the correct numbers it won't accept the transactions. Thus i feel it is quite safe.
