Logistic section keep track of all resources tied to the incident, what is needed, what is on order and what is incoming. Resources in the Staging Area are ready to be deployed at a moments notice. So simply said if the resource is "Operational" it is managed by the Op Section when it is no longer Operational, out of service, or off shift it then falls back under Logistics Section.
