Most rebar installers will charge per pound of bar installed. The rate is determined at time of contract negotiations. It is easy to cross reference weight delivered by bills of lading on material to determine a good approximate amount of material installed. So for example, a job requiring 30 tons of material at a price of $0.25 per pound would be figured as 30 tons x 2000 (lbs per ton) x rate = $15000. Installation does not include cost of material itself although it can be negotiated to do so.
