A motion is a proposal that is put before a meeting for discussion and a decision. If a motion is passed it becomes a resolution. Resolutions are binding and should be recorded in the minutes of the meeting.
In a meeting, when a motion is being considered, when the majority of the attendees vote for the motion, the motion is carried.

In some bodies the chair can use a voice vote and the chair makes a decision on the result. A member may ask for a roll call if they feel the chair made a wrong decision on the voice vote.

In parliamentary procedure, a motion, or suggested resolution is proposed by the mover, one of the people at the meeting.
