Yes about one fire bellied newt can fit in the tank with no promblem get a small filter and a dock of some kind and decor if you want.
Personally, I wouldn't keep anything in a 1.5 gallon tank. Not even a single Betta. I consider 5 gallons to be a minimum for a single betta.
The only fish you can keep in a 5 gallon tank is one betta (Siamese fighting fish) on it's own as that is a very small tank.
