Although pet shops may sell them, Rock pebbles are probably not a good idea in any aquarium because food bits and 'Poo' that falls to the bottom, drops and slides between the pebbles and then the food bits can not be eaten by the fish or the Poo be collected or even syphoned out. So the rubbish stays in the pebbles and fouls/poisons the water. Fairly fine river gravel is the best substrate for most aquaria. Plants can grow in it and any mulm or rubbish tends to sit on top where it can be seen and easily removed by syphoning.

That depends on how big the tank is. Small tanks that are easy to carry can have most of the water removed and then be picked up and relocated. Larger tanks will need to have the fish, water, plants, rocks etc removed and then be re landscaped after it has been relocated.
Normal rocks are not healthy for gold fish. Although you can use them as long as you clean the rocks before you put them in your fish tank. There are lots of harmful things on rocks that can get your fish really sick, if you have expensive fish your best bet is to use the rocks that you get from your local fish store. I had some of the same type of fish you had and i did not listen to someone telling me the same thing I'm telling you and all of my fish died i would not want the same thing happening to you.
