If you are in an area where they live ie Victoria, NSW or Qld and they are not going to either get too hot (over 85F (30C))from the sun or too cold (frost) they should be OK. They still should have a cycled filter running because they do produce ammonia by being (breathing, pooing etc) in the water.
No, you only need gas for a gas water heater.

Provided your conditions are correct for raising Yabbies they should survive and grow. They need at least 1 gallon of water per inch of fish (yabbies are classed as fish) every container needs a cycled filter running 24/7 and they need at least 50% of their water changed every week. They need to be fed several times daily. Good luck with them.
You do need to make sure that any chlorine or chloramine is neutralised before adding fish of any kind to it or vice-versa. Yabbies are shellfish/crustacea. I just realised you wrote 'Yabbies' so you must be in OZ. So you can go the best way ie No Chemicals. OK! Your council will not be adding chloramine so all you need to do is let the water stand for a few hours before using it. Chlorine is a gas and will evaporate off particularly if you spray the water into its container.

No.
fish frogs need moisture but have to have still, fresh water to lay spawn and for tadpoles to grow. Also water fleas and yabbies or fresh water crayfish
Check the heating elements in the water heater. These may be bad and need replaced.
She invented the electric water heater. Notice I didn't say hot water heater. Hot water doesn't need to be heated.
