They usually are; but you must check the ingredients. For example McDonald's french fries use beef broth to flavor their fries, so McDonald's fries are not vegetarian.

McDonald's fries used to be fried in beef tallow; about 10 years ago they started advertising that they now use 100% vegetable oil to fry them. Consumers mistook this announcement to mean that the fries were vegetarian; McDonald's was sued for misleading advertising. They are quite stubborn about retaining the beef flavoring, even though great fries are possible w/o adding slaughterhouse products!
