They are probably safe - there are very few bacteria that cause disease in humans that can survive two years of being frozen. However, after two years the water in the waffles has probably sublimated out, leaving them dry and "freezer-burned". So while you probably won't get sick from eating them, you also probably won't enjoy eating them as they are likely to be stale and chewy.
