The best way to germinate seeds is to place them in a damp paper towel inside a sealed plastic bag, and keep them in a warm, dark place. Check on them daily to ensure the paper towel stays moist but not soaked. Once you see tiny roots emerging from the seeds, transfer them to soil to continue growing.
Take several folds of ordinary paper towel and get them good and moist. Lay several ordinary nails on the paper towel, keep the paper towel damp. In a day or two, there will be rust on the nails.
