If by "clam" you mean a fresh water "Byvalve molusc" such as a Mussel. then yes they could both cohabit. But remember that the shellfish requires the same ratio of water as the fish too. So it would be reducing the amount of Oxygen available to the Betta. The base rule still applies. 1 inch of fish requires a minimum of 1 gallon of water.
