Re-cooking brownies would make them very dry, hard and less palatable. If the question refers to brownies that were not sufficiently baked the first time, and so are too gooey in the center of the pan - if the brownies have only been out of the oven for a few minutes, then yes, they can be returned to the oven for more baking. But if the brownies have cooled completely, then no, they will not improve with further baking.
