Technically yes - dogs can eat and digest bones of all sorts. However, chicken bones tend to present more danger to a dog because they are smaller and therefore easier to swallow without chewing properly - this increases the risk of an obstruction in the throat, chest or intestines. Also, cooked bones are more brittle than raw bones, and chicken bones in particular are easy to snap into small shards that can cause lacerations and perforations of the digestive tract.
For this reason, if you choose to feed bones to your dog, it is generally recommended to feed raw large beef or pork bones that your dog can't fit into his mouth completely. Cooked bones are more likely to shatter and splinter, and small pieces can be swallowed whole and potentially lodge somewhere unpleasant.
Having said all of this, my parents have always fed our 70+ pound dogs cooked bones of all sorts, including chicken bones and small beef ribs, all their lives and never had a problem. However, they were also careful to make sure the dogs chewed the bones properly rather than inhale them.
It isn't recommended, they can get stuck and cause obstruction or splinter and pierce part of the digestive system. No cooked bones are safe to give to dogs or cats. Large raw bones (which you may be able to get from your butchers) are much better as they cannot be swallowed whole and are less likely to splinter.
Smart one's are. A dog is a predator, chickens are prey. You might see a rooster confront a dog on occasion but he is simply doing what instinct requires. A roosters job is to protect the flock and if that means distracting the predator for the amount of time it takes to kill and eat the rooster, well, the hens have a chance at getting away.
Most dogs do like to eat chicken. If you are feeding chicken and it is cooked you must remove all bones. Cooked chicken bones are splintery and can lodge in a dogs throat.
