Goldfish do tend to laze upright on the bottom of a tank to rest, but if the fish is tilting, or has clamped fins, then this is likely to be a water quality issue.
One fancy goldfish needs a 20 gallon aquarium on it's own, with good filtration, and weekly water changes of at least 50% to keep the toxins at safe levels.
Since goldfish are also egg laying, which means they do not get pregnant, it's best to make certain that you have enough space for the number of goldfish you own (20 gallons for the first fish, 10 gallons for each additional goldfish - thus 30 gallons for 2 goldfish), increase the filtration on the tank, and follow a regular schedule of weekly water changes.

Goldfish need to mature before they can lay eggs and they can get pretty large (6" or more). By the time they are large enough, they have outgrown a fish bowl. So technically, the answer is no. You will need large goldfish in a large tank before you can breed them.
