I'm assuming you mean chocolate ice cream. If so, you can melt cooking chocolate and mix it into the ice cream base before freezing. You might even be able to use chocolate syrup in the base before freezing.
If you didn't mean chocolate ice cream, no other ice cream needs cocoa powder at all.
