If your Betta is properly housed and fed it will not be constipated. If in doubt, give the fish some live food like brine shrimp, white worms, daphnia, etc. use whatever you can get at your local pet shop or, if you can, go bush and catch your own.
If the betta is still constipated, feed it ground up peas (frozen is okay). You could also try to tempt it with something like bloodworms that it likes eating.
I would not feed a betta peas if he is not constipated. They are not really meant to eat peas. But giving to them when they are constipated is a quick fix.

It is too low if it is below 24 or even 26 degrees celsius. A thermometer will let you know if it is in too cold for your betta.
