First try to use body heat. Hold the hamster close to your body, being careful to make sure he can still breathe. Put a warm towel over him. Try to warm him gradually. DO NOT use water to warm him, unless the water is kept inside a hot-water bottle! You can also use a heating pad, but the warming should be more gradual. You can burn him if it's too hot. I'd suggest starting with body heat and a cloth. Maybe put him against your stomach and place a cloth over his body, not his face since he needs air to breathe. Then as he begins to warm up, try a heating pad on a low setting. Use your own judgment, but don't get him too hot. Cupping him in your hands while you sit calmly should work, or placing him in a cloth and holding him in your hands should help. Good luck!
