Two females in one tank will often fight and result in the more dominant one bullying the other, there are two choices if this happens..
1. Divide the tank so they can't be in contact with each other or separate tanks.
2. Buy a larger tank and get more females.
No.2 is often the best option, a 40-80ltr tank will hold 4-8 female Bettas easily but the heirarchy aggression is spread out compared to one trying to gain domininance over the other. More females often work better than less but do provide hiding places and ensure your tank size and filtration will manage so many in the tank.
Expect a bit of display and nipping each time a female is introduced but this should settle down pretty quick when you've more than 3 in the tank.
