Unscrew the silver top of the salt shaker portion of the unit. Empty out any remaining salt in the plastic portion of the salt shaker.

Now really pull hard on the plastic portion. It will feel like it doesn't want to come off. It feels like it is attached to a spring type of mechanism. The plastic portion gets stuck on the metal stake. (A serious flaw in the design.") Keep pulling hard. And it will come off and you can easily put pepper in the pepper mill portion. I have had to do this every single time I have had to replace the pepper in the pepper mill. I have had no damage to the efficiency of the pepper mill opening it this way. My sister has the same All-clad pepper mill and we both have had to open it this way.

Trying to twist it off does not work. You just have to put some muscle into it.
