Some people concentrate better if they have something else to do, such as Chewing Gum, fiddling with a pencil, or tapping their foot. It distracts part of the brain and lets some people concentrate better with the rest of their brain. But only some people!
Chewing gum does not always help you concentrate. It gives you something to do, and some people concentrate better when their hands and/or mouth are busy.

Every sensory stimulus is so enticing/distracting to them, that they can do nothing but pay attention to it. So it not that a person cannot pay attention, but rather that they cannot concentrate on one thing for too long.
