i would highly recommend that you don't eat bean sprouts after the sell by date as many cases of a rare salmonella have been found in them recently and that has been with in the sell by date so after is just letting the bacteria grow more.

once it was put in the freezer BEFORE its sell by date it will be fine, but if it was me i'd make sure it was eaten within 24 of defrosting & check the manufacturers recommendations for how long to leave stuff in the freezer its usually use within 3 months of freezing so if its in there for 12 months i wouldn't eat it!

It depends on the law in whichever country or state you live in. I do believe here in Britain, it is legal to sell an item after it's Best-Before Date or Display-By Date so long as it is clearly labelled as such. I don't think it is legal to sell something after the Use-By Date.
