That's kinda creepy. If there was only a head / face remaining, as in, no body, I would assume that he was eaten. Most likely, yes. Usually when you leave two hampsters in a cage for a period of time one might become more aggressive than the other. One of the hampsters might have been hogging all the food and the other left hungry to which the starving hampster killed the other in order for survival.
The best thing to do is just keep them separate like I do.

Oh yeah I totally agree that is sorta creepy. Was he dead without a body and only a head? And is one of your hamsters still alive or has blood on his mouth? If so, then your hamster ate his buddy.
If your hamster's face was out of the cage, then it couldn't have happened naturally.
You can convince your parents to let you have a hamster by telling them that the cost of maintaining one is much lower than that of maintaining other pets, and you have done plenty of research about them.

A few tips for finding your hamster are, you can put treats everywhere like cereal. If that doesn't work, you can wait until it's 7:00pm because hamsters are active at night. You should be hearing things now. If you hamster is somewhere like of the back of a refrigerator, then scare it out with noise from the other side. Then, coax it out with treats.I hope this helped! :)
It doesn't take much to stress a hamster out so when a female gives birth her cage should be isolated from other cages (she should be the only adult hamster in her cage too) in a darker and quieter area. She should also be given plenty of food and water, and have a wheel to run on at night. The pups shouldn't be touched by you either.
