However, if you meant "are herbs normal, edible vegetables, like a tomato (which is actually a fruit), lettuce, beets, or celery, etc.", then the answer is "not usually". Many flower petals such as marigolds, zinnias, (even) roses are edible and are sometimes part of a salad or dessert. Yet these are not usually considered to be herbs. Also, many herbs in small quantities are used to flavor foods or as medicines. As another example, marigold petals, placed in oil, are used to treat skin problems. Some herbs make very strong medicines and should never be used as food.

Definition of "herb:" any plant with a use or purpose. Assuming a "vegetable" is what you find in the produce aisle, all vegetables are herbs, but only some herbs are vegatables. (Yarrow is an herb, but not a vegetable).
