No. Many (all?) vegetables do contain carbohydrates, but the two things aren't identical.

Also, chemically, cellulose (the stuff that makes up the cell walls of plants) is a carbohydrate, but from a dietary standpoint I believe it's considered "fiber" since humans lack the enzyme required to digest it.
