bile salts are powerful detergents.one end is hydrophilic and the other end is largely hydrophobic. the hydrophobic end will react with oil. thus, the 2 compounds will react with each other resulting to a uniform phase.as the solubility rule states,"like dissolves like". hence, the neutral bile salt will dissolve oil.
