There are many quality levels of edible oil. One of the cheapest is Canola oil and here in Canada this is about $3 per litre. - Extra Virgin Olive oil is about $15 per litre. There are many in between.
There is not such a thing as an edible plastic food bag. This is because plastic is made from oil.
Although the toxicity of unused motor oil after ingestion is considered low (see Related Links), it isn't exactly what one would call "edible". Used motor oil is considered toxic.
Of course its edible! Any seafood in the world is edible. But...if about 60 miles worth of seafood is contaminated with oil I really wouldn't eat it. And although the seafood you are pertaining to may be "near" the oil spill, there is a 95% chance that they somehow have oil in their system. I would not take any chances on eating the seafood in that water!
