Usually a hamster will not need its claws cutting. It is defiantly advisable to take the hamster to the vets if you think they need cutting. When they are cut they should be cut just above where the pink of the hamsters skin ends. This should defiantly not be done with out the correct equipment as it can be very painful for the hamster if he is cut down to his skin. The claw is too long if it curls round.

Yes...this should be an OK diet for your hamster. Do not treat the celery like an every day diet though. I am not sure this will be good for your hamster. So do not feed him/ her celery every single day of her hamster life.
If you can, you should take your hamster to the vet. Otherwise, make sure you put anti bacterial ointment on it and watch for infection. Sometimes their tails will grow or be fine the way it is.
It is possible that your hamster has a tumor of some sort.
if a hamster bleeds, it means that it might have gotten cut by something in it's cage. (nothing should be sharp in it's cage) If it bleeds that means it is either pregnant or starting to die.
