Yes. Many people say you have to use a Master ball, but don't listen! I caught Kyogre with an Ultra ball in Yellow HP! or you buy tons of net balls or ultra or if kyogre is a lower level than you (like me) by about 10 lvls.(i was a level 58 when kyogre was a lvl 45) get nest ball (you can buy nest balls in Verdanturf City) you can actually catch kyogre using only one ball. my technique was just to weaken kyogre until it reached red then put it to sleep. Then i used a net ball (used for water pokemon) and voila!, i had a kyogre. the pokemon i used didn't even reach lvl 45, i used a lvl 43 aggron to weaken it and a lvl 32 relicanth to put it to sleep. good luck!
