They are thinly sliced potatoes, that are then cooked in hot fat/oil , which makes them crisp.

Being crispy they can easily crack or 'chip', hence the name.

In the UK They are referred to as 'potato crisps' or just 'crisps'.

NB 'Low Fat' Chips are cooked in vegetable oil, such as olive oil , or sun flower oil (NOT mineral oil). Compare to 'non- Low Fat' which are cooked in in dripping(Beef fat) or lard(Pig fat).
