You find them at pregenerated NPC villages, they have small patches of farmland surrounded by wooden logs, you can harvest their carrots and potatoes so you can go grow your own.

Potatoes! But then again potatoes aren't plants, so never mind. Really, I think any strong plant could grow in idaho. Perennials are a definate yes. The plants must be able to withstand cold temperatures. Lucky bamboo vine. I have that growing in my backyard. Snake plants and golden pothos vine, dracaena, spider plants, cacti and succuli.
