it is because of the market acceptability of raw sugar as export. next is that refined sugar have high moisture contents because of its purity.so therefore refined sugar could no longer be stocked in container vans. in comparison with raw sugar, raw has although well known for its impurities, it has been accepted as healthy sugar for consumption, its process is centrifuged, it can be stored because of its high granulated contents.. with a different comparison to refined, refined has already been made with different chemical unhealthy components within the product. highly moisturated because of its contents and could only be transferred or shipped in minimal volume in comparison to raw that the longevity of its quality could maintain whatever the span of days or period of months of storage..
The traditional method for sweetening Vietnamese pho is to use rock sugar. Rock sugar is preferred over other sweeteners in this dish because it dissolves slowly, providing a gradual and subtle sweetness that enhances the complex flavors of the broth without overpowering them.
Cane sugar has a more refined flavor than brown sugar and can be used as sweetener in most cases. Someone would use it because they do not need the texture or complex flavor of brown sugar.
Here's my overview: There's raw sugar, and then there's white/plantation sugar, and then there is double refined sugar. The basic raw material is either beet or sugar cane. Raw Sugar is what is left after processing the sugar cane to remove the molasses. This involves crushing the cane (milling extraction) through millers and fibrizers, and adding lime to remove color and impurities (I think), heated, clarified and evaporated to get the raw sugar. The raw sugar is similar to light brown sugar (in color) but it's texture is grainier. Raw sugar is converted to white sugar by bleaching the sugar of color impurities by exposure to sulfur di oxide (I think this is called Sulfitation). The white sugar is converted to refined/double refined sugar by repeating the process all over again, by heating/melting the white sugar and clarifying and evaporating without exposure to sulfur. Refined sugar, such as sucrose and high-fructose corn syrup, is rapidly absorbed into the bloodstream, leading to quick spikes in blood sugar and insulin levels. This can promote increased fat storage and contribute to insulin resistance over time. In contrast, natural sugars found in fruits and whole foods come with fiber, vitamins, and minerals, which slow their absorption and provide a more gradual energy release. This results in a more balanced metabolic response and often a lower overall caloric intake.

Transity of preference is one of the axioms common to most models of decision theory. It means that if choice A is preferred over choice B and choice B is preferred over choice C, then choice A should be preferred over choice C.
Chicken is preferred over beef as it is deemed healthier.
