There is no safety issue with eating freezer burned foods. The texture and flavor might not be very appetizing but they wont hurt you.
assuming that the meat was not a day away from going bad in the first place, yes, raw meatloaf can be refridgerated overnight. It is almost the same as keeping the raw meat that the meatloaf is made from in the fridge for one extra day, however the spices that you've added to your meatloaf will have a chance to soak into the meat and therefore enhance it's flavor a bit, almost like a marinade.
If it was safe to eat when frozen and has not turned rancid or otherwise become inedible, it shouldn't make you sick if you choose to eat it.

If it became contaminated prior to freezing or wasn't properly packaged and became contaminated in the freezer, it could cause illness. By itself, the actual freezing of bread should not create a situation that would cause someone to get sick.
