No. Hens must be broody to look after chicks. Just giving any hen a chick will often result in the death of that chick as the older hen will discipline/attack a small chick.
Hens follow a pecking order which means intruders will be attacked to establish dominance. You can however slip a newly hatched chick under a brood hen close to reaching hatch day or a few days after hatch.
