Most of the time in Pokemon games you can get legends during gym badge collection and elite four and battle frontier have nothing to do with it(except mewtwo in first generation games).

First you complete both options in the battle places ( e.g. battle dome/pike/arena/pyramid etc) like in the battle dome, there is level 50 and open level. first you do level 50 then open level, and then you should see the frontier brain, if not try any option again, and then hopefully you should be able to see/ battle them.

In each of the places, your abilities and pokemon are tested on other trainers. If you beat 7 trainers in a row, you earn different amounts of Battle Points (a.k.a. BP) . Its that simple. Once you earn enough BP, you can get really good items such as TMs taught to your pokemon, Rare Candies, Calcium, Iron, HP Up, Carbos, Protein, a variety of pokemon dolls, and other interesting items.
