Generally, no. Synchro Summoning is almost always done on the field similar to Contact Fusion. There are some exceptions to this rule such as the card: Eccentric Boy. It allows you to use monsters in your Hand as the other Synchro Material Monsters, similar to Polymerization.
Eccentric Boy
WIND/Spellcaster/Tuner/Effect/Level 3
ATK: 800
DEF: 200
When using this card as a Synchro Material Monster, the other Synchro Material Monster is 1 monster in your hand. The Synchro Monster that used this card as a Synchro Material Monster cannot activate its effects, has its effect(s) negated, and is Removed from Play when it is removed from the field.
Synchro Summoning is the process of tributing a Tuner monster and 1 or more non-Tuner monsters to special summon a Synchro Monster from your Extra Deck. The total levels of the monsters tributed MUST equal the level of the Synchro Monster you are attempting to summon. Additionally, any other requirements (i.e. using Junk Synchron as the Tuner to summon Junk Warrior) must be met.

There is no real card such as Hand Control, it was an anime-only card.
No. Unless specifically stated otherwise, a monster's special summon text applies while the monster is in hand only. You are not allowed to send three face-up continuous traps to the graveyard, to summon Uria from there, he must be in hand. That is the only way those three monsters can ever be summoned.Monsters that can special summon themselves from the graveyard, will all say so - like Plaguespreader Zombie, Treeborn Frog and Dark Simorgh.

Yes, you are still allowed to draw. The hand size limit only comes into effect at the end of your End Phases. If you have more than 6 cards in hand at that time, you must discard down to 6. However at any other time, you are freely allowed to hold 7 or more cards.
if you have the necessary cards (fusion materials) in your hand to fusion summon yes, since fusion monsters have their own deck area.

No, there isn't.
His initial special summon must be from hand, using the text on his card. If you do this correctly, and he then goes to the graveyard, you can special summon him back to the field with cards like Call of the Haunted. If however the summon is negated, or he is simply discarded to the graveyard, you cannot special summon him from the graveyard by any means. Nor can an external effect special summon him from hand, it must be his own.
