The best moves for Raichu are depend on what kind of role you want your Raichu to play. Most people want their Raichu to hit the opponent hard and quickly. Here are some notable moves:
Thunderbolt - While this move isn't as powerful, it is often favored over Thunder for it's more reliable accuracy and larger pp stores.
Thunder - For a long time this was the most powerful electric type move out there, but it suffers from its poor accuracy. If you can get Rain Dance to boost its accuracy, it will be much more worthwhile.
Volt Tackle - Volt Tackle is like the Double-Edge of electric type moves. It deals massive amounts of damage, but half of the damage you deal is going to come back to you as recoil.
Thunder Wave - Paralysis is a very useful status ailment. It lowers the speed of your opponents Pokemon and also sometimes prevents them from attacking. This will take a lot of enemy strategies apart, so it's often well worth keeping.
Shockwave - Although it's not the most powerful of moves, Shockwave has the benefit of never missing.
Slam - All of the previously mentioned moves are electric type, so if you came up against a ground type, your Raichu wouldn't be effective at all. It's always a good idea to keep more than one type of attack move, and paralysis is always a bonus. However...
Return/Frustration - Depending on whether you're nice, or not, to your Raichu, Return and Frustration can be even more powerful normal type moves than Slam. Just remember, if you're nice, teach it Return, but if you're mean, teach it Frustration.
Iron Tail - Iron Tail is a nice move because it helps you cover types a little bit better. Those rock/ground types that were previously giving you so much trouble because you filled your moveset with too many electric type moves now really have something to really be afraid of.
Agility - Even though it doesn't do any damage, if you can find a free turn to shoot off an Agility, it'll help immensely in letting you strike first. Remember, your enemies can't KO you if you KO them first.

Uh...dude...even the weakest of Pokemon like magikarp for example, can bcum strong and awesum if u train them and teach them good movez...so yea, raichu can b strong but it duz hav itz weaknesez of course...

It doesn't. Pikachu learns all the moves when you evolve it it will stop learning moves.
I would say Shinx, because Pikachu evolves into Raichu and Raichu doesn't have any good moves. But Shinx evolves into Luxio than Luxray and they both have have really strong moves. (My Luxray beat the Champion!!)
