I believe that a Lv100 Pikachu is better because it knows a wide variety of moves that can defeat Raichu.

To do that you need to catch a Pikachu that's holding a Light ball, then catch a female and male Pikachu (if you dont already have one) or ditto, and send it to the Day care centre. It'll lay an egg and when the egg hatches, there'll be a Pichu tha knows Volt Tackle. ^^
