I believe that a Lv100 Pikachu is better because it knows a wide variety of moves that can defeat Raichu.

Unfortunately Pichu cant learn Volt tackle at any level. The only way to get it a Pichu have Volt Tackle is to have it hatched with that move. To do that you need to catch a Pikachu that's holding a Light ball, then catch a female and male Pikachu (if you dont already have one) or ditto, and send it to the Day care centre. It'll lay an egg and when the egg hatches, there'll be a Pichu tha knows Volt Tackle. ^^
Pikachu cannot naturally learn Volt Tackle. One way for a Pikachu to know Volt Tackle is if it was a Mystery Gift Pikachu from PKMN Battle Revolution. The only other way for a Pikachu to know Volt Tackle is by breeding (using a Ditto with a Pikachu or Raichu will work) a Pikachu or Raichu that is holding a Light Ball. The hatched Pichu will know moves passed from its father and Volt Tackle.
The only difference really is the name and appearance. Even if they don't evolve they will still be able to learn the same moves and keep moving up levels. They may be able to learn new moves if they do evolve, as well as benefits like stat increases and sometimes new hold items becoming useful or not, in the case of Pichu-Pikachu-Raichu, the Light Ball only works on Pikachu.

The Light Ball won't work on a Raichu, since it only doubles the Sp. Atk of a Pikachu.

There is only one way to get Volt Tackle. You have to breed a female Pikachu or Raichu holding a Light Ball with any Pokémon in the same egg group as Pikachu. If the Pikachu and its partner are put into the daycare, Pichu will have Volt Tackle.

Pichu, Pikachu, and Raichu are the only Pokemon that can learn Volt Tackle. To get Volt Tackle, you will need the following things.A Pikachu or Raichu (female only)A Ditto (Or a Pokémon that is the same Egg Group as Pikachu/ Raichu)A Light BallOnce you have those items, give the Light Ball to the Pikachu or Raichu and put Pikachu or Raichu in the Pokemon Daycare. Put Ditto in the Daycare as well. Next, wait until you have the Pokemon egg and then walk until the egg hatches into Pichu. Pichu will know the attacks passed by its father along with Volt Tackle.

There is only one sure-fire way to evolve a pikachu into raichu. The way to do it is by using a thunderstone on Pikachu. If you breed pikachu while it is holding a light ball, you can even get a Pichu.

Defense: 40 Speed: 90 Total: 300 Raichu HP: 60 Attack: 90 Defense: 55 Sp. Attack: 90 Sp. Defense: 80 Speed: 100 Total: 475 I would pick Raichu, but you have to remember that once you evolve your Pikachu into Raichu, it won't learn any more moves by leveling up. I leveled my Pikachu to level 41 so it would learn Thunder, then I evolved it. Pikachu learns Light Screen at level 50 if that interests you.

Depends Really If you want a pikachu with more power then a raichu really you need to go to the day care in platinum,diamond or pearl Breed 2 Pikachu's one holding a light ball And you should have a baby pichu with volt tackle. Now the light ball is something which makes pikachu stronger but not any other Pokemon So if you give the lightball to pikachu naturally its special attack and attack will raise by double the ammout. which will make it about 50 stat's ahead of raichu
You can only get Volt Tackle by breeding Pikachu or Raichu with the Light Ball item attached to them however 1 of them has to be a female Pikachu or Raichu so that they can lay a Pichu Egg that will know Volt Tackle when it hatches.
