Face-down monsters cannot activate unless they specifically say they can - Big Shield Gardna and Mid Shield Gardna are about the only two monsters that do.
Spirit Reaper has three effects - it is actually impossible for it to try to apply its protective effect and its discard trigger while face down (as it is flipped before Damage Calculation, so will always protect itself from battle, and must be face-up to be attacking), however it may freely be targetted while face down and it will not destroy itself, even if it ends up being flipped by that effect, such as through Book of Taiyou.

'Activate' has two meanings when referring to continuous cards. To 'activate' the card is to flip it face-up from being set. To 'activate the effect' is to have a continuous card already face-up, and use a reusable effect on it. (a recent ruling allows you to 'activate the effect' once on the same chain link as 'activating the card', but that's not relevant here). For Hysteric Party, the cost of discarding one card is the cost you pay to activate the card, ie, to flip Hysteric Party face-up. Once you have done this, you cannot discard another card to summon Harpies again, it is not a reusable 'activate the effect' card, like Royal Oppression.

Swords of Revealing light is not a card that targets, so Spirit Reaper will absolutely not be destroyed by it, even if it is face up. While face-down, Spirit Reaper can be targeted, and it will not be destroyed.
What happens if your Spirit Reaper attacks your opponent directly while your opponent has Gorz Emissary of Darkness in hand in Yu-Gi-Oh?
Both Spirit Reaper and Gorz trigger from the same thing, and will form a chain with each other. As the turn player's mandatory effect, after battle damage is dealt, Spirit Reaper's trigger will be chain link 1. Gorz will go on the chain as chain link 2. Gorz's effect will resolve first and summon him to the field, then Spirit Reaper's effect will resolve and the opponent will discard a card if he has any left. Lastly Gorz's second trigger will start a new chain, to summon the token.

If "Harpie Lady 3" is destroyed while face-down by the effect of any LV "Mystic Swordsman" or "Sasuke Samurai", it's effect will not work since it was not flipped face-up. If it was attacked while face-down, it is flipped face-up and after damage calculation, it's effect will activate.
