Yes, that would be a valid move. It doesn't matter how the attack was negated (unless the effect ended the battle phase for example), you could activate Double or Nothing afterwards. (You would not normally be chaining it to anything, you'd start a new chain.)

Ultimate Obedient Fiend negates the effects of monsters that it 'destroys by battle'. Thus if it attacks a Flip Effect monster, or something like DD Warrior Lady, then the flip effect will be negated if the monster was considered destroyed, and DD Warrior Lady won't be able to remove anything either. Also monsters like Giant Rat and Sangan too will be negated. Number 39: Utopia's effect destroys attackers, so the damage step won't even be entered. Zenmaines' effect prevents its destruction - you remove an XYZ material instead of it being destroyed. So here there is no interaction with Ultimate Obedient Fiend.

You can't do it, not like that. Number 39 Utopia's effect is triggered by the attack declaration, meaning if you wish to use it, you have to do it before any other effect is used.In short, you can't wait to see if the opponent has a way to counter the attack, before choosing to use that particular effect.
