when u r in snowpoint city you have to defeat the gym leader. then i think you have to beat the Pokemon league and go to the temple and enter and some where inside the temple heatran may be there. don't use any ball but a masterball, if u do it will keep failling. any ball ( poke, dusk, nest, great, ultra, heal, net, luxury, saffari, repeat, or any others ) wont work even if he has three or more status problems it still wont work. save the masterballs for the heatran palkia and dialga can be caught with an ultra ball the three beings ( azelf, uxie, mesprit ) can be caught with a dusk ball, and giratina darkrai cresselia and the others can be caught with an ultra or dusk ball. good luck!
