The maximum level a monster can achieve is Lv12 but it's wrong to say that you can't go higher than 12 for other purposes such as adding them together for whatever reason.
To Synchro Summon a Lv12 monster, the combined levels of the tuner plus material monsters must be 12 exactly. If the monsters you're trying to use as material exceed 12 levels, then they cannot be used for a Synchro Summon. If they added up to Lv15, that would mean they can only summon a (non-existent) Lv15 Synchro, nothing says it therefore 'counts' as being able to summon Lv12.
If you're talking about main deck, then you can put any card in as long as it is a valid game-legal Yu-Gi-Oh! card (so no old God Cards)and is not forbidden by the current ban list, nor can you exceed the stated number of a restricted card. You also cannot put Synchro, Fusion or XYZ monsters in your main deck, these go in the Extra Deck, or Side Deck.
you mean exceed summon? lets say for example you want to summon 39: Utopia, it requires 2 level four monsters, so you must have 2 NON TOKEN level four monsters and put the exceed monster on top of the 2 level 4 monsters. (they are no longer considered on the field, so reborn tengu wont get his effect if he is detached)
Rainbow Dragon - Not anymore, although it was one of the harder cards to get, along with Il Blud, 3-4 years ago, when Tactical Evolution first came out. Right now, it is Tour Guide from the Underworld, a secret rare from a recently released card set, Extreme Victory (EXVC). It was $30-40 when it first came out in May, but more because of the artwork than the effect. Since then, it has gradually risen in price. By the end of July, Tour Guides were going for $70 each on ebay, since players knew that it could be used in many more decks once the next set, Generation Force (GENF) came out. Then, at YCS Indianapolis, which was held on August 4-7, they changed the TCG rulings for XYZ monsters stating that monsters used for an exceed summon are on the field, for example, allowing Sangan to be searched, so the price jumped right to $100, and by the end of the weeekend, it was $125. Since then, it had risen in price by $25 per week until the end of the month when it sold for a whopping $200!! Then they changed the ruling back, so monsters like Sangan, Goblin Zombie, and Reborn Tengu would not get their effects, so the price dropped to $80-100. After YCS Toronto, the price again increased to $120-140, which is because even without XYZ material effects, Tour Guide is still an instant 1-card exceed summon, and it is a secret rare, and it has yet to be reprinted, making it both hard to find and expensive.
No, the only extra charge you will incur is if you exceed your internet download limit.
It depends on what you mean by '5 mva'. Because you haven't used the correct symbol, no-one will know whether you mean '5 millivolt amperes' or '5 megavolt amperes' -there's a HUGE difference! The correct symbol for 'millivolt ampere' is 'mV.A' and the correct symbol for 'megavolt ampere' is 'MV.A'. I hope you can now see the importance of using the correct symbol. To answer your question, the load volt amperes should not exceed the transformer's volt amperes. So, in your case, the load shouldn't exceed 5 mV.A or 5 MV.A -whichever you mean.
According to Kaiser Colosseum's effect, the controller's opponent cannot have more monsters on the field than the controller. For example, if you have one monster on your side of the field, and your opponent also has one then your opponent cannot perform any Summon that would allow him/her to obtain more monsters than you control. In answer to your question, Stardust Dragon could only be re-Special Summoned onto the field if the amount of monsters on that particular side of the field would not exceed the controller of Kaiser Colosseum (if the controller was the opponent). This is because Stardust Dragon still occupies one Monster Card Zone. For example, if you control one monster and a face-up, active Kaiser Colosseum, and your opponent also controls one monster and a Stardust Dragon in their Graveyard due to its negation effect, your opponent cannot Special Summon Stardust Dragon onto the field at the End Phase. This is because, your opponent would control more monsters than you do.If you were referring to the Synchro Summoning of Stardust Dragon, your opponent could only Synchro Summon it if the amount of monsters on your opponent's field remain equal to or less than the amount on your field after the Synchro Summon. For example, if you have five monsters on your side of the field, and your opponent has two, if the monsters are appropriate, your opponent can Synchro Summon Stardust Dragon to their side of the field, as the amount of monsters on their side of the field would still be less than your side. However, in another scenario, your opponent has five monsters on your side of the field, and you only have one. You activate Kaiser Colosseum; however, the monsters on your opponent controls are unaffected as it was activated after they were placed on the field. In this scenario, unless the Synchro Summon of Stardust Dragon would require all five of the monsters on their side of the field, they could not perform the aforementioned action. This is because, if they used four monsters or less, the amount of monsters they control would exceed yours (Stardust Dragon still occupies one Monster Card Zone. Therefore, if your opponent were to use four monsters, they would end up with two monsters after completing the Synchro Summon, which would exceed your amount). For more information regarding the rulings of Kaiser Colosseum, click on the "Related Link" below.
