Yes, you can use the effect of "Swarm of Scarabs" after reviving it with "Premature Burial" or "Call of the Haunted" ("CotH"). If "Premature Burial" was used on "Swarm of Scarabs", then "Premature Burial" will be destroyed and sent to the Graveyard since Spells cannot be equipped to a face-down monster. If "CotH" was used instead, "CotH" will simply stay on the field. It is no longer "connected" to "Swarm of Scarabs". And essentially serves no function. In both cases, "Swarm of Scarabs" is independent of the card used to revive them. It will not be destroyed in the card used to revive them is destroyed.
There's two issues there. Firstly, Sasuke Samurai destroys the face-down monster without flipping it, so if it hits a Flip Effect monster, that monster's effect won't activate. Secondly, read Stealth Bird closely, it triggers from being Flip Summoned, not from being flipped. A Flip Summon is the manual change of battle position from face-down defence to face-up attack, anything else is just a 'flip'. Stealth Bird does not trigger if flipped by an attack or effect, same for similar cards like Swarm of Scarabs and Guardian Sphinx.

Under normal circumstances, a Normal Summon will be in face-up attack mode, and a Set will be in face-down defence mode. Some cards can change this, such as Light of Intervention, which prevents monsters from being set, but allows them to be Normal Summoned in face-up defence mode. Special summons are different - the default is face-up attack or face-up defence position. Again though sometimes individual card effects can 'special set' the card, or restrict it to a specific mode.
