If it continues the attack, it can be against a different target. If the monster was making a direct attack, and a stronger monster was summoned, then the attacker will most likely discontinue his attack. He can't continue as a direct attack, but is not forced to attack the newly summoned monster either.

You can ask to enter the battle phase, but remember the opponent doesn't have to let the phase pass if he's got something he wants to use, so he can use something to possibly destroy Relinquished first. So basically, you can certainly summon Relinquished, and on its first turn (not THE first turn, of course, no attacks can be declared) , steal a monster and attack, but not 'immediately' in the sense that the opponent gets chance to respond to every part of the process.

Basically, when you special summon a monster with 1500 or less ATK with cards like marauding captain, call of the haunted, or monster reborn, you can activate this card when your opponent has a face-up monster to special summon all copies of that monster. Your opponent can special summon all copies of his monster too, but that's a rare chance IMO.

You cannot tribute summon a monster in face up defense position. You can either tribute summon a monster in face down defense or face up attack position. If you want to summon in face up defense, you need to special summon.
