No, not at all. When the defending player summons a monster after an attack has been declared, a 'replay' occurs. The attacking monster has to choose whether to continue its attack or discontinue it altogether and forfeit its attack that turn.
If it continues the attack, it can be against a different target. If the monster was making a direct attack, and a stronger monster was summoned, then the attacker will most likely discontinue his attack. He can't continue as a direct attack, but is not forced to attack the newly summoned monster either.
Special Summons, by default, can be in either attack or defence position, and face-up for both. So if a card only says 'special summon', then you can choose.
If the card means otherwise, it will say so. Call of the Haunted's summoned monster is summoned in attack mode for example, you have no choice. Likewise, A Shallow Grave's summon must be in face-down defence mode.
A Hero Emerges doesn't specify a position, so the summon can be in either face-up attack or face-up defence mode.

Once Relinquished is on the field, you as the turn player have Priority, you can start a chain by targeting an opponent's monster with its Ignition Effect. The opponent is free to chain to this as normal. If it resolves properly, Relinquished will be equipped. You can ask to enter the battle phase, but remember the opponent doesn't have to let the phase pass if he's got something he wants to use, so he can use something to possibly destroy Relinquished first. So basically, you can certainly summon Relinquished, and on its first turn (not THE first turn, of course, no attacks can be declared) , steal a monster and attack, but not 'immediately' in the sense that the opponent gets chance to respond to every part of the process.

Basically, when you special summon a monster with 1500 or less ATK with cards like marauding captain, call of the haunted, or monster reborn, you can activate this card when your opponent has a face-up monster to special summon all copies of that monster. Your opponent can special summon all copies of his monster too, but that's a rare chance IMO.
