i recently found one sitting near a pond in south Texas. i found him touching himself with white goo all over his hands so i took that p.o.s and shoved him into a ball and now i keep him chaiend in my gargage so if your trying to find a pikachu just get a female and we can mate ours

Yes, the Pikachu-colored Pichu can evolve however make sure it's not holding the Everstone that it was attached with in its distribution because the Everstone is an item that will block a Pokémon's evolution. It will evolve into a Shiny Pikachu once Pichu's happiness is high and then you can evolve it using a Thunderstone into a Raichu which will also be a Shiny Raichu. Any of the evolutions will trigger the in-game event as well.

The only Pichu that cannot and will not evolve is the Spiky-eared Pichu and it also can't be traded.

No, no one can become a Pokemon in real life. In the games; however, the player can become a Pokemon in the Mystery Dungeon series, where it's about a human who lost their memories and transformed into a Pokemon. They have to find a way how to become human again later on.
