No, because of Priority. Priority is the 'right' a turn player has to activate something first in most circumstances. The important thing to know is that summoning does not pass Priority so the turn player retains it when he summons a monster.
So, the process goes like this,
- Player A pays Chaos Sorcerer's cost and places him on the field.
- Player A can negate the summon if he really wishes, with cards like Solemn Judgment. Player B can also try to negate it, if Player A does not.
- The summon is now 'successful'. If it had a continuous effect, this is now active.
- If anything would trigger from the summon, they activate here.
- If nothing triggered, then the turn player still has Priority and can place an Ignition Effect of any monster, or a Spell Speed 2 card, at chain link 1. He can put Chaos Sorcerer's Ignition Effect here.
- Only now can the opponent respond or chain. He can use Bottomless Trap Hole here.
BTH will resolve first, destroying and removing Chaos Sorcerer from play. But this will not negate the Ignition Effect which will resolve as normal, removing the target from play.

That'd be a misplay - you need to keep in mind player Priority. When the Monarch is summoned, the turn player still has Priority. He can use this for an Ignition Effect, or Quick Effect, or just pass Priority for the opponent to respond. Also, anything that triggers from the summon will activate first. So when the Monarch is successfully summoned, the turn player has to pass Priority in one way or another before the opponent can do anything. In the case of Caius for example, Caius' mandatory effect will automatically become chain link 1 and pass Priority. For Mobius, his effect will be chain link 1 if the turn player wants to activate it, otherwise he retains Priority as above, or simply chooses to pass it. The opponent will then chain Torrential Tribute to this. Even though Torrential Tribute resolves and destroys the monarch first, his effect is still on the chain and will resolve as normal - assuming the target is still on the field, of course. One last word on the scenario with Mobius - if the turn player chooses not to activate him, and the opponent does respond with Torrential Tribute, then the turn player has missed the chance to activate him. But to be clear, his turn player Priority gives him the choice to choose whether or not to use him, before the opponent gets chance to respond.

Once Monster Reborn resolves, the turn player has Priority for an Ignition Effect, or a Spell Speed 2 effect. He could start a chain with Chaos Sorcerer's Ignition Effect, before the opponent has chance to respond with a card like Bottomless Trap Hole.

As an Optional Trigger, the destruction must be the last thing to happen. If it is destroyed, but something else 'happens' (a summon, a resolution, etc) before it gets chance to activate, then it has 'missed the timing' and is not allowed to activate at all.
